In compliance with our City Charter, the City of Sand Springs operates under a Council-Manager form of government. A Council-Manager government closely resembles the private sector. The City Manager serves as the Chief Executive Officer; the Mayor serves as the Chairman of the Board; and the City Council serves as the Board of Directors.
The City Manager is appointed by the City Council to lead and manage the orchestrated efforts of all City departments. Goals and objectives of the City are outlined through policy and budget decisions made by the City Council. Our
City Charter outlines the duties and responsibilities of the City Manager in Chapter 3.
