The City of Sand Springs provides services and bills for Water, Wastewater (sanitary sewer), Solid Waste (refuse), Stormwater, Fire/First Responder, and EMSA (ambulance).

Utility Rates
The rates charged to customers are designed to closely match the costs associated with operation of these separate and distinct public utilities.
The following is a schedule of monthly utility rates:
Water - Inside City Limits (rates effective March 2010 thru February 2011)
| 0-1,000 Gallons | $ 8.25 |
| 2,000-50,000 | $ 4.62 per 1,000 Gallons |
| 51,000 & above | $ 5.50 per 1,000 Gallons |
Water - Outside City Limits (rates effective March 2010 thru February 2011)
| 0-3,000 Gallons | $18.00 |
| 4,000-50,000 | $ 9.23 per 1,000 Gallons |
| 51,000 & above | $ 6.92 per 1,000 Gallons |
Residential Sewer - Inside City Limits (rates effective March 2010 thru February 2011)
| 0-1,000 Gallons | $ 8.40 |
| 2,000 & Above | $ 4.76 per 1,000 Gallons |
Note: Residential Sewer is billed based on a 'Winter Quarter Average'. This average is established each March based on water billed in the months of December, January, and February.
